Let's take this to its natural conclusion: if you build a deck, you're a total hack. If you netdeck said deck, you're a hack squared.

Everyone's feeling down on Chatterfang, Squirrel General. I don't care too much for tribal decks (though I think elves and legacy goblins are okay), but at least this guy has options.
1) Just plain old squirrel tribal, boring, but it is an option
2) Dedicated Combo deck: You've got Black for tutors, and we've already discussed 1 infinite combo, there might be some more, and even if there isn't, golgari has the best recursion out there so if your combo gets blown up you can just try again (heck, if Pitiless Plunderer gets exiled you can even tutor up Riftsweeper if you want to go all in) sounds like a really repetitive deck tbh, but it seems to be some people's cup of tea.
3) Token swarms, Seems to me that a limited Parallel Lives in the Command zone is a perfectly legitimate option for a commander, though, personally, I'd rather have a finisher in the command zone.
So, 2/3 way I can see to build it seem really dull, but 3 mediocre build directions is still way better than most Legendary Tribal Lords we've had.
I think is was @DirkGently who said when Sethron, Hurloon General was revealed that he didn't like it because there wasn't much to do with it, you just throw every minotaur printed, regardless of how good the actual minotaur was, because Sethron made every minotaur into a insanely pushed card.
Young Necromancer is an interesting card. In the right deck it seems like an easy and repeatable way to reanimate a bunch of creatures on the cheap through blink shenanigans.

Garth One-Eye is interesting because he's a value engine but entirely predictable. Maybe a bit too cute to be any good, but I appreciate the effort and design on this one.

It's been a very long time since I read the "Arena" book where he was the protagonist, but I remember that he bounced from house of magic (color) to house, ultimately finding out that he was part of the long-lost "purple" (artifact?) house. My only guess is that his ability is a recognition of him bouncing to different schools of magic?
Edit: also he, along with "Gull the Woodcutter" are my two favorite characters from the books, and while this card isn't amazing I'm excited to build it.

I'm rather scared about Garth One-Eye. There's no way that T: Make a Black Lotus or Regrowth doesn't go infinite with almost zero work even with his "name a different card" thing. Maybe I'm cynical but I can't imagine people ever casting Shivan Dragon off of him.
I really like the design of Garth One-Eye. He is sort of what I think more 5-color commanders should be like. Splashy. Unique. Chance to be powerful. But gated. Plus...
What times we live in. People are harrumphing at a WUBRG cost commander, which can do infinite turn locks with a Time Warp and some blink effect, make infinite mana with Deadeye Navigator and haste... Garth is a cool design. I like the Alpha'ness of his hand of cards, and he needs some number of factors to come together to be truly degenerate. So I guess that makes him garbage by today's 5c metrics Hey, I'll take this guy over Golos or even Codie any day.
So, flickering or recasting Garth would reset what he can do, correct?

Garth, alongside many magi of his story, were known to cast enemy color spells but also capable of casting all five colors. What intrigues me is that his ability is name specific, an ability which usually ties with cards of same set/block, instead Garth referenced six iconic cards of old. I wonder if there will be more cards like that in the future.

I actually dig Garth a lot. He's got 6 neat buttons to press and all are pretty good if timed right. Using them each only once per appearance is a fair enough drawback.

Correct. Once Garth has left and reentered the battlefield, he's a new object, and has no idea what previous spells you've named.
I really doubt he's broken. He's definitely cool, but the fact that you need to reset him in order to "go off" repeatedly with any of his spells makes it very hard to break him.

Yeah, I would be interested to see the clarification. But right now, it looks like Grist, the Hunger Tide can be your commander as it would be a legendary creature in the command zone. Really neat, interesting and creepy design. I would give two thumbs up, but they've been eaten by centipedes.

I will probably throw Garth in my Kenrith deck, which likes recurrable value engine creatures. He adds a whole bunch of potential utility.

Grist looks rad as hell. I love the 80's horror comic art, and I'm glad to see some insect support. I only wish it was in White instead of green, because it would be sick in Alesha, and green has gotten far too many of the nice things recently.

Yeah, the fast answer is "probably not?", but it's not yet definitive. It basically comes down to "does its characteristic defining ability function outside the game itself, or is it only a planeswalker during deckbuilding?" ...I suppose a followup question would be "can you run it in a deck with Umori, the Collector as a companion and a bunch of creatures?"

Everyone is asking on Judgechat and this answer above is right (for now). My own interpretation is that no, it does not work because CDAs function outside the game (so Living Wish can get him) but Commanders are chosen before there is a game to be outside of. But, lets just wait and let the RC or Wizards tell us how they want it to work.

For a real answer, we don't really know yet since it is being created out of thin air rather than being a copy of something in another zone. Either they will append the rules to clarify this or (somewhat likely) they won't bother to say anything about it unless/until it actually matters in game.
