Adult Gold Dragon says those abilities are in the wrong order. Normally I wouldn't think a one mana difference required such a stat line difference but rare to uncommon is probably reason enough for the larger shift. That dragon is an absolute beast in limited so appearing more often would be a problem.

While I'm not 100% certain I believe that as a 3/3 for 3 its not enough downside for the upside of combining partner and background. If you couldn't get rid of the tax it would look better but it's fairly simple to cast this, let it die and never care that increases the cost of other commanders.

I could see myself going with different stats that keep it stuck longer in the command zone, but if you use it like you suggest, then you are down to a creature with partner and a Background in the command zone, which is... not far off from a creature with choose a background and a Background in your command zone.

The wider range of options including multicolor options is a huge upgrade over just the ones available to choose a background.
It doesn't have to be actively bad. Just not sure how much better than the colorless partner and background commander it should be.
