Howling Fountain is a great riff on a classic. It does get really big fast; one counter on each of your upkerps and everyone draws would be fine. Why not use charge counters, though?

Speaking of updates, Slumbering Landscape could use stun counters. I think distributing them would just lead to one land not getting any, or putting it into landfall or Blackblade-style decks.

Nylean Might reminds me of the Wisp cycle.

Silversilk Net is awfully cheap for what's bound to be a one-sided board wipe.

Psyshifter is nifty - maybe make it "You may"?

I'd have to play Tilted Equinox to get a feel for it - obviously it's a lot stronger if you've seen your opponent's hand. Are lands odd, even, or neither?

Debt counters are nifty!

Wily Rascal doesn't really need the coin flip, but that might tie it into other set mechanics you have.
