That's the idea, though there might need to be a better balance between modes.

Yep. Bringing it in line with the legendary rule. So, changing it from "there can be only one on the battlefield" to "each player can have only one".
Similar cards either require a mana payment or only work for the first time each turn. It is plainly obvious how out of control such an effect can get at 0 multiple times a turn. Add in its own versatility of having its own rummaging effect and its clear how above the curve this card is. This needs some kind of restriction.
