Delay for index hover toolbar

Does anybody know what the hover delay is for the forum/index page "Discuss - Explore - Tools" toolbar. It seems like the delay has been shortened or removed (maybe only on PC). The last few months I've noticed an increasing number of false clicks when I change the browser tab to Nexus, then move to click a link, but the toolbar opens and clicks something unwanted instead (as if it opens in passing rather than due to a mouse hover).

Is there a way to change that behavior, or would that be a personal browser setting somewhere?

I've added a 0.4 second delay on opening the menus, but no delay on closing them.
Does this feel better, less prone to error?

Wow, thank you very much.

Quick test seems to be a significant improvement. I'll update after a day or two of "testing" if that changes.

Edit: Change seems to be holing up very well, thank you.
