January MCC, Round 1 - The Light of Knowledge

Welcome to the January MCC! It's Hand Month here at the MCC.

Main Challenge: Design a card that causes one or more players to draw cards.
Subchallenge 1: Your card can also cause one or more players to scry
Subchallenge 2: Your card has "This spell can't be countered" under some or any conditions

If you control your commander, Spark of Genius costs U less to play. If you control your commander's partner, Spark of Genius costs 1 less to play. If you control both, Spark of Genius can't be countered.
Scry 1. Then, if you control your commander, scry 2. Then, if you also control your commander's partner, scry 3.
Draw a card. Then, if you control your commander, draw an additional card. Then, if you also control your commander's partner, draw an additional card.
This turn, your commander and your partner cost 2 less to play.

If U was spent to cast this spell, scry 2 and this spell can't be countered. If W was spent to cast this spell, each player draws a card. (Do both if WU was spent.)
The sentences of Azorius judges are so convoluted and hard to understand that often neither lawyers do.

(0.5/3) Appeal - Being effectively only playable in one format really lessens the appeal. Even within EDH, this is basically a Spike-only card - it's there to generate big value out of an already-powerful mechanic, partner.
(1/3) Elegance - Although you stuck to a theme of rewarding the partner mechanic, you stuck so many bonuses on this card that it's a total mess; it's actually kinda difficult to read, haha.

Development
(3/3) Viability - Blue rare is where I'd put this.
(1.5/3) Balance - Very very very swingy: If you have partner commanders and have both commanders out, this is some of the best card draw you can ask for: it's not an immediate game-ender but it can probably get you all the pieces you need. Otherwise, it's usually not even worth it.

Creativity
(1.5/3) Uniqueness - Scry and draw is far, far from new - but partner matters is in fact a new idea.
(1.5/3) Flavor - Name is fairly generic. If I were using "Spark" of Genius as a card name and had to make it this general sort of thing I'd have used it on a planeswalker-matters design.

Polish
(1/3) Quality - This card really does not work as written: Partner commanders are just two, equivalent commanders, not one that is "the" commander and the other that is the partner. Furthermore, there's some archaic wording: It's "this spell" can't be countered/costs less, not the card name, and you repeatedly used "play" for "cast."
(2/2) Main Challenge (*) - Done.
(2/2) Subchallenges - And done.

(2/3) Appeal - Jxnny and Spike both appreciate this odd little card for the value it provides and as a cog in a greater gameplan. It's not splashy enough for Txmmy.
(2.5/3) Elegance - Not inelegant but it has a bunch of moving parts.

Development
(2/3) Viability - The scry part is a little off in monored; likewise the looting doesn't work 100% in monoblack.
(3/3) Balance - Nothing wrong here.

Creativity
(1.5/3) Uniqueness - Several minor, old effects get new spins.
(3/3) Flavor - Name is REALLY resonant with the creature type and abilities. Just well constructed flavor.

Polish

(0.5/3) Appeal - This card has an effect that is both pretty small in scope and underpowered for its cost; maybe Jxnny would do something silly/meme with it?
(2.5/3) Elegance - Enhanced spells tend to be elegant because they consist typically of one effect plus a bonus effect, or, in cases like these, pseudo-modal cards. This, however, is in the odd position of the order of effects mattering and placing the mana symbols out of order as a result.

Development
(2.5/3) Viability - Colors match up to the effects, but even with the complexity of being a double-enhanced spell this could be a common imo.
(1/3) Balance - Really quite underpowered. If you're getting only one effect this card is absolutely unplayable. But with the best case scenario of getting both - the best comparisons are Preordain, Serum Visions, and perhaps most accurately Deliberate. While the first two cards are iconic format staples and one is actually Modern banned, the last of them is not all that significant and is leaps and bounds better than the maximum effect of this card at a cost of 1U. The uncounterability is basically trinket text here. If this caused all players to draw two cards, or it cost more and had higher scry and draw numbers… then we'd be cooking with gas.

Creativity
(1/3) Uniqueness - These effects have never been put together on an enhanced spell before but with small and simple effects like this it's very hard to be unique.
(1/3) Flavor - "Harsh Sentence" and Azorius bring to mind exiling or detaining or something, not mass draw. (Also, this is a very minor point, but Ravnica scrupulously uses "Advokists" for the word for people who practice law.)

Polish
(3/3) Quality - Looks good.
(2/2) Main Challenge (*) - Done.
(2/2) Subchallenges - And done.

(3/3) Appeal - A wacky Overrun variant like this typically has something for everyone. Spike is probably least interested given the mana cost but they still like it as a finisher.
(2/3) Elegance - Besides complicating the combat math, this card will potentially result in a bunch of triggered abilities on the stack/distinct scry and draw actions all at once. It would be much easier to condense the triggered abilities into a delayed triggered ability in the effect of the spell: "Whenever one or more creatures you control deal combat damage to a player this turn, that player discards X cards and you scry X and draw X cards…"

Development
(2.5/3) Viability - This is basically combination platter four color. The one thing you could argue is that maybe the red doesn't need to be in this card, although you could also argue that it's providing the uncounterability.
(2/3) Balance - That is a prohibitive mana cost but with sufficient attackers the effect is game-swinging or even ending. In EDH for example it can easily take one person out while filling your hand with what you need to beat the rest.

Creativity
(1.5/3) Uniqueness - Mass Fungal Shambler-ize is an interesting concept but doesn't break ALL that new ground.
(2.5/3) Flavor - I find this works because I know about your custom set featuring the Nephilim worshipers of the remnant Yore Cult. However, it doesn't work AS well without that context.

Polish
(3/3) Quality - Looks good.
(2/2) Main Challenge (*) - Done.
(2/2) Subchallenges - And done.

(2/3) Appeal - This is a draw engine that can also be used as repeatable sac fodder, so it's a Jxnny/Spike card.
(2.5/3) Elegance - It's a bit wordy for what it is and the flavor addition of enchantment in the typeline adds just a bit more complexity.

(3/3) Viability - Colors look right and this seems like a signpost uncommon to be honest.
(2.5/3) Balance - Cheap for a Greed but the escape cost limits the explosiveness.

Creativity
(1.5/3) Uniqueness - Several interesting aspects but ultimately this is a Necropotence variant, one of the classic card designs of all time.
(3/3) Flavor - Actually represents an Underworld mask fairly well. Even the enchantment typing makes perfect contextual sense.

(2.5/3) Quality - Strictly that escape cost wouldn't have the 0 in it.
(2/2) Main Challenge (*) - Done.
(1/2) Subchallenges - No scry.

(3/3) Balance - Obviously a great control finisher, but with a prohibitive mana cost.

(1.5/3) Uniqueness - A new combination of well-worn abilities.
(2.5/3) Flavor - Works PRETTY well but "of Eons" would imply something like extra turns or Timetwister to me typically.

Polish
(2/3) Quality - The "this spell can't be countered" ability should be the very first line, even above flying. You also need to spell out "Sphinx of Eons has indestructible as long as…"

(2/3) Elegance - Commands are inherently pretty complex because of all the possible mode combinations. Besides that, this card has three(!) non-evergreen abilities.

(3/3) Viability - Colors look right and commands are typically rare.
(3/3) Balance - Not exactly a Cryptic Command but versatile and good enough.

Creativity
(1/3) Uniqueness - All sorts of old effects just used as modes together for the first time.
(1.5/3) Flavor - "Azorius Command" is about the most obvious name for this spell, and I'm not sure what that guild has to do with the phasing and manifest effects.

(1/3) Elegance - This is a fairly complex card with a lot of busywork to it and the "can't be countered" frankly feels tacked on to fit the subchallenge.

(3/3) Viability - Definitely a mythic artifact imo. You could make a case for rare but as a legendary, it feels like it could actually be an important story artifact.
(3/3) Balance - Could be a huge draw engine, but requires you to have a lot of scry support.

Creativity
(2/3) Uniqueness - The actual effects aren't all that new but caring about not just scrying, but what is done during the scry, is very new.
(2.5/3) Flavor - Name feels slightly on the nose.

Polish
(2.5/3) Quality - "Remove three" and not 3.

(3/3) Flavor - Name and abilities work well together.

(2/3) Appeal - Mostly a Jxnny/Spike card. It's not quite big enough in any aspect for Txmmy.
(2/3) Elegance - A bit of a "busy" card with a lot of tracking for the exiled card.

Development
(2/3) Viability - The protection from colors is a bit off in UB. If not for being a Demon this card would seem to be WU. (A small Demon is also a bit odd, but we're seeing a few in Kaldheim.)
(3/3) Balance - This would be very strong if it cost 1 less. As-is it's merely good.

Creativity
(1.5/3) Uniqueness - Ultimately this is a bit like an ingest-Processor thing in one; there is precedent for the exile from top/spend the exiled cards deal. The protection ability's structure is probably the most unique.
(2/3) Flavor - Again, not sure Demon is the right creature type here.

Polish
(2/3) Quality - That protection ability should be formatted "Mindrazor Initiate has protection from each color…" or similar. Also, that "top 2" should be "top two."
(2/2) Main Challenge (*) - Done.
(1/2) Subchallenges - No uncounterability.

(1/3) Appeal - Mostly a Spike card to give red decks more draw-filtering.
(3/3) Elegance - Hard to argue with the elegance here.

(2/3) Viability - Both modes have such minor, easy effects that I'd be sure to put this card at common. Now, maybe there's an argument to keep shuffling out of common altogether - but that would preclude common land search, which is well-established even if different variants have cropped up to make it a faster process.
(3/3) Balance - Perfectly decent.

Creativity
(1.5/3) Uniqueness - Neither option is particularly unique but putting them together is a good way to change up what kind of "risk" you want to take.
(3/3) Flavor - Brilliant. Love it.

Polish
(3/3) Quality - Looks god.
(2/2) Main Challenge (*) - Done.
(2/2) Subchallenges - And done.

(1.5/3) Elegance - That ETB ability could take up a lot of time at higher numbers, and all those token copies are a lot to keep track of.

Development
(3/3) Viability - Definitely rare and in-color.
(1.5/3) Balance - The "any player may activate" gives a false sense of being a balancing agent. In contrast, it actually makes the card much more swingy. Usually this card's controller will be in the best position to generate G or U. Against another green-blue deck the ability could spiral out of control and gum up the board really badly. Against decks of other colors, it's probably way too strong.

Creativity
(2/3) Uniqueness - Definitely unique aspects here.
(1.5/3) Flavor - Why is a nonlegendary card a "The"? "Helpful Rabbit", too, sounds like just a playtest name.

Polish
(2.5/3) Quality - Mana symbol order reversed in the mana cost.
(2/2) Main Challenge (*) - Done.
