Stapler has a clean win this round and will advance to the finals, but once again we are faced with a tie...

This time I'll go ahead and do a full evaluation of Togs' and NinjaCaterpie's cards. I'll take a bit of inspiration from our sister Facility the Battle Arena and do head-to-head matchups based on restrictions (single card restrictions are matched; cards that only fit blanket restricts are paired in order submitted).
The Judgment
Show
Hide
TOGS vs NINJACATERPIE
Ensparked Mox vs Mox Carbonite
Battle Mox! For me a Mox has a few characteristics. It's an Artifact that costs 0 that you can cast on turn 1 and T that same turn for mana. Restrictions may apply.
Here, I think, Togs's card does not quite match these characteristics. By going for a Planeswalker concept, we lose Artifact from the equation. It can be played and activated on turn 1, but it doesn't use T and it doesn't stay in play after you do that. Really, it's closer to a Lotus Petal than anything. NinjaCaterpie's card ticks all of the boxes, and so I award that card the point here.

Togs 0 - NinjaCaterpie 1

Novice Polymorphist vs Delinquent Arsonist
Battle Tim! Sort of. Coincidentally we have two 3-CMC humans that tap to activate and transform when they successfully eliminate a creature. Fun! Past that, the Polymorphist has a much stronger ability with a downside transformation while the Arsonist is all upside. Like, ALL upside. That backside has the potential to get really out of hand depending on the board state. I like the flavor of the Polymorphist here a bit more, so that nudges me over on this matchup.

Togs 1 - NinjaCaterpie 1

Conspiracy Theorist vs Ramshackle Suit
Battle.... ok, no theme here. Togs has given us a reasonably solid rummager with some significant upside. No Fateful Hour ability word here but that isn't necessary, of course. This card seems fun to play and powerful--I like it. NinjaCaterpie's card has a great concept: A vehicle that can fuse with its crew to become a real creature card (with all that entails). This card is cool. Unfortunately, in what I believe was an oversight, its activated ability to transform does not require having been crewed at all. That oversight is going to tip this contest, narrow as it was, the other way.

Togs 2 - NinjaCaterpie 1

So our second finalist, by score of 2 to 1, is TOGS.
I do also have a Top Entry and Top Card.

Stapler has the Top Entry for Round 3!
Two rounds in a row! The restriction set here was extremely challenging, and all of Stapler's cards turned out clean. Yes, putting Madness on a Planeswalker is mostly pointless, but we have to make the most of it. The Ninjutsu walker was especially clever, and for me is one of the standout cards of the round.

Togs has the Top Card for round 3!
I already spoke about Conspiracy Theorist above, so I won't say much more, but I liked this card a lot and I think it presents a compelling gameplay pattern.
Finalists, you know what to do.
