Thought I'd at least get started on this again and try to nail down some mechanics and factions.
Edge of Eve is concepted as a more modern styled Urban Horror realm when compared to Innistrad, with a steampunk vibe. Like Kaladesh met Inninstrad met New Phyrexia.
Factions —
The Consolidate — The good vamps and their thralls. These vamps don't enslave humans and don't feed on real blood. They're half human themselves and drink synthetic blood.
The Underground — Humans and Beastmen nomad rebels. Friends of the Consolidate.
The Inheritors — A shadowy cabal of elite vamps that want to maintain the status quo.
The Frontliners — The "Good" Bad Guys ironically, ala Watchmen or The Boys.
The Whelm — Animalistic Hive mind creatures with no known goal.
Mechanics:
Infiltrate — This creature can't be blocked except by tapped creatures as though they were untapped.
Focus — After your untap step, add a counter of a kind on this card to it.
Spite — Whenever you're attacked, this deals 1 damage to attacking player unless they have you put a +1/+1 counter on this.
Omen — You choose how a creature with power less than your omen attacks or blocks during combat.
Subjugation — Your subjugation is equal to the greatest power among creatures you control minus the greatest power among creatures opponents control.
Dominate - After your untap step, if you dealt combat damage to an opponent during your last turn, put a +1/+1 counter on this.

I think, the mere existence of focus wants you to have some kind of ability that can pass +1/+1 counters to other creatures (e. g. graft, bolster, support) rather than only those abilities that get the counters on predefined creatures (spite & dominate).
Since the Whelm has a hivemind, maybe dominate could play into this by instead being something similar to mentor, where a creature passes on their prowess to another?

Humans are pretty much forced to live with the vamps because they protect them. In return, instead of killing them, they just take antibodies from their blood. Basically just donate blood once a month and you're fine.
It's post apocalyptic and the Beastmen fill in for mutants. I actually forgot to include the mechanic for the Whelm.

So hive turned into link or link turned into hive?
Hive was originally what I called herding but I only changed hive to link because it's flavor neutral and I don't have to just put in on the Whelm.
Its use is that it's supposed to help give me intertribal synergy. So my Insects and my Serfs (or whatever) help each other out.

I suggest you make sure to define an actual goal for them. People in-world may not know it, players may not be told it and have to do work to figure it out, but you should know it. It will guide you in creating a consistent narrative theme and aesthetic for them, and people will try to identify one no matter what—starting at the standard Gruul "eat, smash". Having that consistency is important: inconsistent and incoherent groups wind up as bad storytelling rather than mysterious.
Very interested in what you'll do with Focus.
So the Whelm arent actually parasitic, theyre symbiotic so they give heightened abilities and arent actually bad. thats the "twist" i guess.
Focus is now -- (Choose a permanent you control, then give it another counter of a kind already there.)
That makes it more flexible and can go on nonpermanents.

The World-Building is clearly missing any mention of what a Therian is.

Ya thats my bad, i didnt change any of the costs yet. Gonna try to fix that tonight and have blue commons up.

I thought itd make more sense than putting human Beast. There is a human beast but thats not a therian. Its different.
