@Ulka it's been a day! Judge!

Bonus entry, from the other quintessentially MotW show from the 90's, X Files!:
Pipe smoking man 3UB
Legendary Creature - Human Advisor
Creature spells you cast can't be countered.
Whenever another non-token creature you control dies, create a 2/2 zombie creature token with decayed.
Sacrifice 5 creatures with decayed: Exile each other creature, then draw 3 cards.
He's never seen doing anything directly, but nothing happens in Nephalia without him knowing about it, and often orchestrating it.
3/5

IIW: Psychonauts. (You guys should really play it if you haven't yet, the games are great!)

Ghostly Depthwalker 3UU
Creature - Spirit Pirate
Whenever Ghostly Depthwalker deals combat damage to an opponent, draw a card.
Unmask (When this enters the battlefield, secretly choose Hexproof or Indestructible. Reveal the choice anytime. When you do, this gains that ability until end of turn, and it becomes a 1/1 Human permanently.)
4/3

(A scooby doo monster. The set would have Mask counters with one of the two choices on the other side.)

IIW: Crimes or Detective work

As the suit fused to his flesh, he realized too late why the suit looked so life-like.

Angelic Vampire 2WB
Creature - Vampire Warrior
Lifelink, first strike
Pay 4 life: Another target creature gains indestructible until end of turn.
True happiness - At the beginning of each end step, if your life total is at least 5 higher than it was at the start of this turn, transform Angelic Vampire
3/3
///
Soulless Monster (color indicator: black)
Creature - Vampire Assassin
Menace, First Strike
At the beginning of your upkeep, you lose 5 life unless you sacrifice a creature.
Sacrifice a creature: Put a +1/+1 counter on Soulless Monster
At the beginning of your end step, you may pay 1WB and exile a creature card from your graveyard. If you do, transform Soulless Monster
5/5

Witch of the Willows 2GW
Creature - Human Warlock
Hexproof from Black
Coven - Whenever Witch of the Willows attacks, if you control three or more creatures with different powers, put a +1/+1 counter on each of three target creatures
2/4

Thalia, Vampire Slayer 2W
Legendary Creature - Human Soldier
First Strike
If a vampire creature card an opponent owns would be put into a graveyard from anywhere, exile it instead.
Instants and sorceries your opponents cast that target a creature you control or that have mana value 4 or more cost 2 more to cast.
3/2

Visions of a better world 1UUB
Enchantment - Aura
Enchant Creature
You can't choose an untapped creature as this spell's target as you cast it.
Enchanted creature has haste
As long as it's your turn, you control enchanted creature.
As long as it's not your turn, enchanted creature gets -2/-0.
"Come to us, Thalia, your world is safe, you have nothing to fear here, that other world is just a dream."

IIW: Psychonauts
I have never watched Buffy. However, I have watched (some of) Angel. Twenty years ago. Unsurprisingly I once again don't really know any of the references here.
Onto the cards. Stop me if you've heard this before, but Angelic Vampire has a lot going on. I'm assuming "True Happiness" is not a new ability word but rather something like we saw in AFR. Otherwise, it seems like it tracks and both sides can take advantage of similar types of resources, just in different ways.
Unlike Leinore, Autumn Sovereign or Contortionist Troupe, this card can continually buff the same three creatures every turn and never break the coven. Compare Dawnhart Wardens, which similarly affects multiple creatures but is temporary.
Thalia's wording is ambiguous. Do I care about expensive spells or expensive creatures?
Visions uses a lot of words to accomplish something that feels like it should be simpler. I like the concept, though, and all of the pieces are here for a reason.

Old Pumpkinhead
4
Artifact Creature - Scarecrow (U)
Defender
Daybound
0/4
Farmer Greg could've sworn he didn't put the scarecrow there...
=============
Stalking Reaper
Artifact Creature - Scarecrow Horror
Whenever a creature dealt damage by Stalking Reaper this turn dies, choose one:
-Draw a card.
-Put a +1/+1 counter on Stalking Reaper.
Nightbound
...in fact, it seemed to be moving closer to the house each night.
4/4

Puzzeto, the Torture Puppeteer
[The Jigsaw Killer]
wub
Legendary Creature - Human Artificer
Each Equipment has "Equipped creature can't attack or block" and "At the beginning of your upkeep, put a -1/-1 counter on equipped creature, then its controller loses 1 life for each counter it has."
Each Aura has "Enchanted creature can't attack or block" and "At the beginning of your upkeep, put a -1/-1 counter on enchanted creature, then its controller loses 1 life for each counter it has."
3, Pay 1 life: Return target Aura or Equipment attached to a creature to its owner's hand. You lose life equal to its mana value. Any player may activate this ability.
0/1

IIW: Birds
Old Pumpkinhead is cute. Good flavor and reasonable abilities, though I think "draw a card" far outstrips the power of a single +1/+1 counter in most situations.
My main comment on Puzzeto is that it seems narrow to have it work with equipment, a permanent type you cannot generally attach to permanents you don't control. Relying on your opponents to cast, play, and equip their own while they (most likely) have foreknowledge that this card is going to show up seems foolish. This would be smoother and pretty cool if it only worked with Auras, which you can build a deck around. You might then be able to give it a bit of a stats boost.

Grotesque Scene 1B
Enchantment (R)
Whenever one or more creatures die, create a clue token.
Sacrifice three clue tokens: Transform Grotesque Scene.
"It was neither a vampire nor a werewolf who killed this victim." - Ambrus, Sigardian Investigator.
//
Masked Murderer
Creature - Human Horror Assassin
Deathtouch, Menace, Ward - Pay 3 life.
Whenever a creature dies in the same turn as it was dealt damage by Masked Murderer, create a clue token.
1B, Sacrifice a creature: Create a clue token, then transform Masked Murderer
2/5

IIW: Let's go on an adventure (as in the card type).
I know this is just trying to shoehorn the latest technology into everything, but this might benefit from the "this ability triggers only once each turn" rider that we get on things like this. Backside is very busy, and the combination of ward + another protective ability makes this really, really hard to deal with.

Drainer of Hope 3U
Creature — Horror {R}
Emerge 6UU
When you cast this spell for its Emerge cost, create three 1/1 colorless Horror Scion creature tokens. They have "Sacrifice this creature: Add C."
Sacrifice a Scion: Tap target creature.
4/4

IIW: Something using one of the Arena-only digital mechanics. Or, make your own.
Believe it or not, you are not prohibited from posting original ideas.

You're 0 for 2 with me on the day for references, unfortunately (0 for 3 if we count the IIW). Luckily, I've absorbed a bit more X-Files from cultural osmosis, but I still don't really know what this is.
Anyway, I could get into this one. I'd just add a sorcery speed and/or mana cost rider to that last ability.

IIW: Crimes or Detective work
I like that you have to make the choice for Unmask ahead of time depending on what's most likely to be trying to kill your guy, and I also like that it's temporary protection with further permanent downgrade. If I'm reading it correctly, I can't surprise win a combat by turning it indestructible, as it will simultaneously become a 1/1. Pretty cool. Not sure how much support such a mechanic would get to be worth keywording, but it's fun for at least one card.

IIW: Birds
This is great flavor—I like this take on the challenge. As for the card, it seems like a solid common that's never worse than filler but has great upside if you are playing (or playing against!) a deck with Day/Night support.

Winner: @Sporegorger_Dragon for Guy in a Suit

Shame none of my references hit for you. Oh well, I'll try again next time.
Also, how is it ambiguous? "Spells that target a creature you control or that are expensive cost 2 more." Not trying to be rude or anything, just legitimately curious.

Interesting branch-out into red. The rukhs/rocs were originally red, so this could be something of a throwback.

This seems incredibly powerful in limited, especially with the flash and the fact that it can't target itself, might even be a rare.

Altair of Coloni is one of the OG planeswalkers from Dominaria in the 90s comics and stuff. But yes, also the Arabic name, which I always thought meant eagle.
