Not trying to be a pedant here, but genuinely curious: does Fated actually work? I.e., can the rules track a card through multiple zones (hand->stack->battlefield)? If not, would it work if it's a cast trigger? My gut says no to the first and yes to the second, but I'm not nearly rules-savvy enough to be confident.

The big obstacle here would be 400.7: "An object that moves from one zone to another becomes a new object with no memory of, or relation to, its previous existence." This rule does list a number of exceptions, but tracking a particular characteristic of a card through multiple zones - particularly for anything where the cards are normally expected to be hidden, such as the library - might be problematic, even if the rules could be tweaked to accommodate this.

That said, if Fated is expected to work only from a specific zone (such as the hand), this could be workable. There are a few cards that get players to play with their hands revealed, so tweaking Fated to work based on a card's "revealed" state only while it's in a player's hand would be less confusing. One possibility could be:

Fated [COST] ([COST], Reveal this card from your hand: This card is Fated for as long as it's in your hand and revealed. You can't cast this card this turn. Activate this ability only any time you could cast a sorcery and only once each turn.)

With this assumption, Scurrying Vassal's second ability would work because it would just look back at the previous state of the card and see if it was Fated then (i.e. the Fated cost was paid, it was in a player's hand, and revealed).

Guess we can change trigger from Fated to "When you cast." It was supposed to have an additional effect for additional cost and an opportinity for your opponent to see it coming.
Pros: this is flavorful because even if your opponent counters it, the cast trigger still happens which feels like the fate is inevitable.
Cons: it leaves less ways for your opponent to deal with fated card (but discard is still on the menu).

Kicadia is a plane dictated by the hand of fate. Everything that happens there, happens for a reason. There are no chance meetings, or coincidences. Or at least, that's how it's been as long as anyone could remember. Until one day the unearthing of a long forgotten evil throws all of that into chaos and the residents of Kicadia must struggle to survive as fate and chaos tear the plane asunder.

Between the storms growing harsher and the frequent raids from the Homarids in the north, the archipelago plane of Poralis has been through tough times lately. But stranger still are these secret gatherings in the night on Tosuma, and the looming shadow of what the goblin Island callers fear the most: the Neverstone, where new islands will cease to rise from the ocean's depths.
