Design
(X/3) Appeal - Do the different player psychographics (Timmy/Johhny/Spike) have a use for the card?
(X/3) Elegance - Is the card easily understandable at a glance? Do all the flavor and mechanics combined as a whole make sense?

Development
X/3) Viability - How well does the card fit into the color wheel? Does it break or bend the rules of the game? Is it the appropriate rarity?
(X/3) Balance - Does the card have a power level appropriate for contemporary constructed/limited environments without breaking them? Does it play well in casual and multiplayer formats? Does it create or fit into a deck/archetype? Does it create an oppressive environment?

Creativity
(X/3) Uniqueness - Has a card like this ever been printed before? Does it use new mechanics, ideas, or design space? Does it combine old ideas in a new way? Overall, does it feel "fresh"?
(X/3) Flavor - Does the name seem realistic for a card? Does the flavor text sound professional? Do all the flavor elements synch together to please Vorthos players?

Polish
(X/3) Quality - Points deducted for incorrect spelling, grammar, and templating.
(X/2) Main Challenge (*) - Was the main challenge satisfied? Was it approached in a unique or interesting way? Does the card fit the intent of the challenge?

At the beginning of each draw step, draw a card, then discard a card.
At the beginning of each end step, gain control of target creature or artifact until the beginning of your next turn. Untap it.

Design
(2.5/3) Appeal - Timmy is always thrilled to steal a creature, even if it's for a little while. Johnny is all bananas with that temporary creature stealing and excessive looting for combo pieces. Spike thinks for a moment and concludes this card can effectively block three of the opponent's best creatures each turn, and it's only better in multiplayer. Card quality aside.
(2.5/3) Elegance - Gaining control at the opponent's end step just to have it go back on your turn is weird, but at the same time I see and appreciate all the multiplayer havoc it may cause.

Development
(3/3) Viability - Fits perfectly into Blue / Red. Rare is good.
(3/3) Balance - Because this card is mostly defensive, the balance is golden. Exceptionally powerful, but the cost offsets it well, not very threatening on its own and therefore safe. Perfect.

Creativity
(3/3) Uniqueness - Great defensive concept for a color pair that is rarely about protection. Especially in multiplayer, this is something very much new.
(1.5/3) Flavor - Dack? Ok. Prestidigitation? I thought that term is for small tricks. Easily the biggest flaw of the card.

Polish
(2.5/3) Quality - until the beginning of your next turn
(2/2) Main Challenge - Met
(2/2) Subchallenges - Both met.

Design
(1/3) Appeal - Tammy doesn't like to sacrifice her creatures, even for big effects like this. Jenny loves the card, obviously, many ways to both make your board ridiculous or super-Donate something nasty. Too expensive and too many hoops to jump through for Spike.
(1.5/3) Elegance - Hard to grok definitely, but not that bad for a Rare. The cytoplasm counter does not matter for this card, which is bad.

Development
(3/3) Viability - With all its weirdness, fits perfectly into Sultai colors. Mimeoplasm approves.
(1/3) Balance - The second mode is just a very bad Damnation outside of pure Johnnyland. But it's only one mode, so ok. The first mode, the meat, is only better than an unkicked Rite of Replication when you control 3 other creatures. Well, this is bad. Overall the card is quite overcosted for three colors. 3BGU or even 2BGU would work.

Creativity
(3/3) Uniqueness - Definitely unique with all this clone-madness.
(3/3) Flavor - Oh well, OOZES flavor! Absolutely something I'd expect from Kraj to perform at its best (ooziest?).

Polish
(2/3) Quality - Exile a creature you control with a cytoplasm counter on it. Nonstandard (noticeably off) templating with choice.
(2/2) Main Challenge - Met.

1WB, Pay 3 life: Exile target creature or planeswalker until Desolation of the Dusty Grave leaves the battlefield.
Idlas's idea of justice involved arbitrary purifications in his own pocket plane.

Design
(0.5/3) Appeal - I can't see any player type interested in this card. Cost is super high, the effect is a symmetric removal, the benefit is random, Dave could like it...
(1/3) Elegance - I had to read it several times to fully understand it. Wordy. Clogged. Flavor text would definitely not fit here.

Development
(2.5/3) Viability - No problems with the color wheel. As for rarity, due to affinity for legendary I'd argue it should be Mythic.
(0.5/3) Balance - Well... This is largely unplayable at the whooping 8cmc. Not only the removal is not permanent, but without some very explicit help (with exiling cards from graveyards), it's painfully slow to be relevant.

Creativity
(3/3) Uniqueness - Can't say something even remotely similar exists.
(1.5/3) Flavor - If anything, I can only get a vague feeling of what this card is about.

Polish
(0/3) Quality - Name not in bold (-0.5), "At the beginning of your upkeep, for each player, exile a creature or planeswalker that player controls [...]" (-1), "return a creature or planeswalker card at random from exile [...]"(-0.5), "if a planeswalker would enter the battlefield this way, it enters with two additional loyalty counters on it. Design
(1.5/3) Appeal - Johnny is willing to build a token deck around it. Timmy is not impressed. Spike is not sure whether being able to cast it does not mean she's already won...
(3/3) Elegance - Pleasantly clean and understandable.

Development
(3/3) Viability - Excellent G/W hybrid. Rare is perfect.
(3/3) Balance - Nice limited bomb. Potential for constructed playability if the stars align, but if they do, this is very strong. Fortunately, it can just be removed and tempo loss usually required to cast it is big. So... good! Collective Blessing approves.

Creativity
(1/3) Uniqueness - Group pump that depends on enchantments is a minor novelty.
(1.5/3) Flavor - Honestly, from the name I expected a connection to lands, not enchantments...

Polish
(3/3) Quality - No problems here.
(1/2) Main Challenge - Connection to Vayne is there only in the mechanics. It definitely does not feel like Vayne's show of strength.

Milena, Izzet Physicist 2
Legendary Creature — Human Wizard (Mythic)
Whenever you cast an instant or sorcery spell, Milena gets +1/+0 and gains first strike until end of turn.
Whenever Milena deals combat damage to a player, exile her, then return her to the battlefield transformed with X loyalty counters on her under her owner's control, where X is the amount of damage dealt this way.
3/2

//

Milena, Planar Theorist
Legendary Planeswalker — Milena
{0}: Exile the top card of your library. You may cast that card. If you don't, put a loyalty counter on Milena, Planar Theorist.
{-3}: When you cast your next instant or sorcery spell this turn, create an X/X red Elemental creature token with haste, where X is that spell's converted mana cost.
{-6}: Cast an instant or sorcery card in exile or from outside the game without paying its mana cost.
{0}
Milena's Hypothesis 5RR
Legendary Enchantment (Rare)
Whenever an opponent casts their first spell each turn, exile the top card of your library. Until the end of your next turn, you may play that card. If its converted mana cost is the same as the spell, you may cast it without paying its mana cost instead.
Design
Appeal 1.5/3 - Timmy doesn't care. Johnny likes this but he would have probably liked to have a little more control on it rather than rely on what the opponent does. Spike feels more or less the same, even if then she looks at the mana cost and puts the card back in her binder.
Elegance 2/3 - The text is long but not too much, but I've had to read it a couple times to fully grasp it, I can only imagine new or less experienced players.
Development
Viability 3/3 - The typical chaotic red enchantment that's there in almost every set. Those tend to oscillate between regular rare and mythic, so this could probably be at regular rare, no problems with that, the color pie, or the rules.
Balance 1.5/3 - I don't think this would do too much damage at seven mana. Yes, it lets you circumvent the mana cost conditionally, but at seven mana it's absolutely doable. The reason for the high CMC is that, if you're lucky, you can save a lot of mana over multiple spells. If you couldn't do that, I feel like this could have costed less. I honestly don't think this would see much limited play. It would be one of the first cards I cut if I have to make cuts. In constructed too I can't see this getting too much play, mostly because it relies on your opponent, and that's a problem in competitive constructed. Casual can and will play with this with no problems. "An opponent" is relevant in multiplayer.
Creativity
Uniqueness 3/3 - I can't remember any existing card working like this.
Flavor 2/3 - What does a scientist do? Hypothesize. You can indeed consider that a scientist's feat of strength. No flavor text, MSE shows me that the text box is nicely filled but up to a couple lines could have still fit with no problems.
Polish
Quality 2/3 - "...as that spell..." (-0.5) Finally, a custom card with the correct form of "its"! Congratulations! Too bad it could technically be ambiguous: the CMC of the impulsively drawn spell has the be the same as this enchantment, or as the spell your opponent cast? It's clearly the latter, but still -0.5 for the ambiguity.
Main Challenge 2/2 - Good.
Subchallenges 2/2 - Both met.

Kaya's Soulshifting 2WB
Sorcery (R)
Exile target creature or planeswalker you control and target creature or planeswalker you don't control. Return the permanent you control to the battlefield at the beginning of the next end step.
Design
Appeal 2/3 - This isn't a card for Timmy. Johnny could maybe do something? Spike is in love with this card.
Elegance 2.5/3 - It would have been much clearer if it had said "exile the one you don't control and flicker the other that you control". Still very easily understandable.
Development
Viability 3/3 - If written as I've just suggested, it would have been clear why this is WB. Black for the "exile the one you don't control for good" that's creature (and planeswalker) removal, white for the "flicker the one you control". Anyway, this is Kaya, and given what I've just said, I'd say no problem with the color pie. As for rarity, this can't be common, but could maybe be uncommon? Or is really the potential for temporary 2-for-1's too high? Anyway, this doesn't pose any problem at rare. Perfectly fine in the rules.
Balance 3/3 - The mana cost feels right to me. Certainly playable in limited if you're in white and/or black (you can always splash for the other). I could see this in constructed at Standard levels. No problems in casual. Allowing you to play politics to decide whose permanent to exile permanently is something multiplayer players will certainly like. (yes, those puns are intended, one of the tricks you learn after writing a 1200 page story).
Creativity
Uniqueness 3/3 - I can't remember any existing card working like this.
Flavor 2/3 - Perfect name. Why no flavor text? I don't even need MSE to know there's plenty of room here. It was the perfect place for a quote from Kaya. The card concept is very strong, given Kaya's powers.
Polish
Quality 2.5/3 - Very subtle mistake here. You always follow a card's instructions in order. So, here, you first exile the two permanents, that become "cards" in exile. "Permanents" exist only on the battlefield. So, you can't say "permanent" in the second sentence, you have to say "card": "Return the card you...". Note where I've stopped. Cards in exile have no controller, but they have an owner. "Return the card you own". But wait! It's not a given that owner and former controller are the same. Potential solution: just call it "the first card": "Return the first card to the battlefield..." (-0.5).
Main Challenge 2/2 - Good. Kaya has one main power, and it's this. Her feat of strength had to be this.
Subchallenges 1/2 - CMC is less than 7. You like playing with fire: 31 words! Still, 31 is greater than 30, so that challenge is passed.

When Sragos & Krinton, Destiny Bound enters the battlefield, create a X/X red Elemental creature token, where X is your devotion to red. Then create a X/X green Elemental creature token, where X is your devotion to green.
Whenever an elemental you control deals damage to a player, exile Sragos & Krinton, then return them to the battlefield transformed under their owner's control.

---------------------------------------------------
Sragos & Krinton, Destiny Fulfilled
()Legendary Planeswalker - Sragos Krinton (M)
As long as you control more creatures than an opponent, creatures you control have haste.
-1: If you tap a permanent for mana this turn, it produces twice as much of that mana instead.
-3: Double the power of each creature you control.
(5)
Appeal 2.5/3 - Timmy loves to DOUBLE his creatures' power! ROAR! He also likes the tokens. Johnny can do something with those tokens, or with the power doubling. Spike might be tempted, but I think she passes, mainly because of the high mana cost.
Elegance 1/3 - Very confusing. The presence of X alone is known to confuse less experienced players, let alone X and Y. The symmetry in the effect is nice though, and helps a little. The last ability looks absolutely tackled on to me. I first stopped reading at "devotion to green". Only later I realized "but wait, Leo, there's more!" Why is there more? I feel like the last ability wasn't needed, and the card would only have gained from it not being there.
Development
Viability 3/3 - "Red token is red and green token is green!" Thanks, Ralph. Your insight is always deep. The last ability is also green, so no problem with the color pie. I wouldn't want to see this at any less than rare. No problems with the rules.
Balance 1.5/3 - The token creation tied to devotion is a self-balancing point: little devotion, little token, and vice versa. You need the card to do something else, and big, to justify the high cost. The power doubling ability is there for this reason. I'm not sure I'd play this in limited, it will probably end up in my cuts often. Seven mana is a lot, even in limited, let alone competitive constructed. Casual players will have no problems with this card. The power doubling ability tries to solve a problem of multiplayer Magic: the games taking soooo long. This is one of the reasons I don't like (to use a euphemism, in my brain the word is "hate") Commander. In the time you will have played a single game of Commander, I will have player six or seven games of Modern (my favorite format) or even Standard. Doubling the power of attacking creatures is an incentive to attack and a way to deal more damage at the same time. I like that. And who do you attack? That's the political aspect of multiplayer, which I don't like, but that's just me.
Creativity
Uniqueness 1.5/3 - Mechanically, I can't remember any existing card working like this, but the first ability is literally the same from your Round 1 card, only fixed for the double X. Adding another ability that I'm suggesting to eliminate isn't the best here. It was the only thing distinguishing this card from your previous one, and I'm suggesting to remove it. Uhm... Not the best premise. And also I think there are some hydras with similar abilities already.
Flavor 1.5/3 - Reading the round 1 card has not answered me the question of who Sragos and Krinton are. I think they are a centaur and a minotaur that somehow (how? it would be a very interesting story) share a single spark, like the Kenrith twins. And I don't really get their tie to destiny, up to the point of that word being there all three times. Are they Agents of Fate? Is Klothys their creator? The flavor text of this card helps a little, telling me there is a thread the binds them, that's clearly the planeswalker spark they share, but it doesn't tell me anything more to understand who they are. Also, using the world "battlefield" leaves me perplex, as it already has a very specific Magic meaning.
Polish
Quality 2.5/3 - "an X/X..." (most recent example I've found: Oviya Pashiri, Sage Lifecrafter, also Kin-Tree Invocation, 0.5).
Main Challenge 2/2 - Good.
Subchallenges 2/2 - Both met.

Each Equipment you control that's attached to a legendary creature you control is treated as though it's also attached to each other creature you control.
Hoisting Heliod's spear, Mithalo reclaimed the pride lands of Oreskos from the tyranny of the encroaching gods.
Design
Appeal 1.5/3 - Timmy and Spike don't care. This is a purely Johnny card, and he loves that.
Elegance 2/3 - This is a case of a card that's much more intuitive as is than how it would need to be worded to actually work.
Development
Viability 1/3 - I can see this ability in white. I'd see this card better at mythic, for both novelty and complexity. Most of all, does this work in the rules? I don't think so. "is treated as though" is very old templating and I don't think that's functional here.
Balance 1.5/3 - I'm happy the mana cost is very restrictive. I'm convinced this would end up in my cuts in limited. In constructed, it's a build-around, and it could work. Nothing competitive though. Being in duel or multiplayer doesn't change anything.
Creativity
Uniqueness 3/3 - I've never seen anything remotely like this before.
Flavor 3/3 - So here we have another custom planeswalker from Oreskos... Jeff, you're not alone. Seriously, the flavor on this card is perfect: name, flavor text, card concept. I see no reason not to give you full points here.
Polish
Quality 2.5/3 - "is treated as though" is not modern Magic templating (-0.5), but it's true that here it's difficult to come up with potential alternatives.

(2.5/3) Appeal - Txmmy appeal should be obvious. Great setup card for Jxnny, an un-deal-with-able game-ender for Spike although using it requires multiple sideboard slots.
(2/3) Elegance - Fairly wordy but nothing about this card is all that complex.

Development
(3/3) Viability - Everything looks in order.
(3/3) Balance - Strong stuff, but it's a seven mana sorcery, it should be.

Creativity
(2/3) Uniqueness - While ultimately kind of just a "big wish" this has a lot of interesting twists to the execution. The fact that you get a COMPLETELY DIFFERENT effect that's probably worth the same amount of mana if this is countered is one of the most interesting versions of uncounterable I've seen, plus it allows for multiplayer shenanigans.
(3/3) Flavor - Great name and flavor really fits the character.

Polish
(2/3) Quality - "Spell an opponent controls" rather than "opponent's spell." Superfluous "from exile" in there. Flavor text missing a period.

(2.5/3) Appeal - Txmmy likes b i g d a m a g e. Jxnny wants to cheat this out and mess with all those triggers. Spike sees this as a one-sided board lock, but it takes work to use.
(2.5/3) Elegance - Possibly lots of triggers to keep track of.

Development
(3/3) Viability - Colors and rarity look right.
(3/3) Balance - Very thankfully, this only triggers one time when combat damage is dealt to the enchanted player.

Creativity
(2/3) Uniqueness - Some precedent, but largely unique.

(3/3) Appeal - This is big, strange, and Swiss-Army-Knifey enough that it can be an all-rounder.
(1/3) Elegance - That is a really complicated ability to give to a token, besides the difficulty inherent with asymmetric fighting; there's a reason Polukranos, World Eater and Living Inferno and such don't actually use "fight". Even if you control no Insects at all when you cast this spell there are going to be a lot of triggered ability instances.

Development
(3/3) Viability - Colors and rarity right.
(1.5/3) Balance - This is a very swingy card. It's either 2 damage to opposing creatures, gaining life, and looting a bunch, or it's a boardwipe, tremendous amounts of lifegain, and drawing a hand of the specific cards you want.

Creativity
(3/3) Uniqueness - A bunch of unique ideas in this card.
(1/3) Flavor - I have zero clue as to why an Insect has those abilities when damaged. Releasing pheromones, maybe? That seems like a stretch, though. Also, one token is not much of a swarm; it seems like you have to provide your own swarm here, contrary to the spell's name.

Development
(3/3) Viability - Seems fine.
(2/3) Balance - Quite strong stuff even when you're making temporary copies; you can get copies of your opponent's strongest stuff repeatedly with this.
