Cavalier of Dawn makes her look pretty bad. Coulda been much bigger and had a keyword and still been worse.

play snoop, courier, legate, sac recruiter and legate to exile the top 2 cards, then courier gives snoop haste while jiki is on top, make infinite snoops, then once jiki is exiled sac them for infinite damage. Total of 5 mana, plus the two for recruiter. So could go off T2 with, say, gemstone caverns and seething song.
I'm pretty dense when it comes to combos, but wouldn't this not work because the Conspicuous Snoop only has activated (emphasis added) abilities of the top of the library? The trick is that you can make infinite Conspicuous Snoop with Kiki-Jiki on top of Library but they'll all be tapped.
So you want to do the infinite at the end of turn just before your turn so they'll all be untapped to attack with. That means stacking an alternative Goblin so that its not directly on top, otherwise you'll have summoning sickness through Kiki-Jiki being your top card.

Are they? It looks like a more narrow Swan Song to me. Not that it's bad, but there is competition already. Flusterstorm also competes for the slot. I haven't played enough cEDH to know whether decks want more of this effect though.

how does this interact with Purphoros, God of the Forge? One of the decks in our meta is/was a norin ping you to death.
