Nice... A card that will be dead on arrival most of the time and disappears if the owner is defeated.
UNLESS you have a way to gain control of it after you played it. At that point it becomes a little broken.

Nice political card. Give it to the player who's behind the table on resources so that he/she can gain some advantage while returning the favor to you.

This card is an absolutely perfect fit in Mairsil. 2 generic mana for draw 2 and ramp of 2 lands ahead each turn? That's crazy

No. But you can use Brand to gain control of the Pendant and thus draw two cards and possibly ramp.

An odd card to be sure.

Zedruu the Greathearted loves it - a way to donate a permanent straight-away, draw cards either way, and maybe get some ramp out of the deal. "Take this. It is the will of Zedruu".

Mairsil, the Pretender loves it too - it's one of the most powerful abilities you can graft to him.

Brand and Gruul Charm also form a nice combo with this (as do things like Puca's Mischief - it's really powerful when you can steal it back. I don't know that this is powerful enough to include Brand in a deck you wouldn't normally run it in but if you're playing a deck like Norin the Wary or Starke of Rath that's already inclined to do it, this is a nice new inclusion.
