The low cost (CMC <= 3) enablers we've seen so far to make use of the "second card drawn" theme in this set are:

Opt and Tome Raider in Blue
Forever Young and Foulmire Knight in Black
Merchant of the Vale in Red
Edgewall Inkeeper in Green, in combination with Adventure cards
The Royal Scions and Stormfist Crusader in Multi
Clockwork Servant and Golden Egg in Artifacts

There are more expensive spells with draws tacked on, but uBR appears to be the way to go, splashing Blue for Improbable Alliance and Opt.

If you run enough repeatable sac outlets, Mad Ratter looks aces in Korvold.

They make bad cards for limited though. Without the trigger, they are all sub-par and over costed. (Wolverine is okay but not great. You'd want a 2/2 for 2 nowadays in limited.) How many times can you expect to trigger them in a limited game?

The uncommon is a repeat enabler, but the activation costs 6 and loot, not draw. Pay 6 to get some 1/1 is okay but not that great. If you fail to draw your enabler, your deck is just a clunky under-powered mess.

I can't find any existing cards with "second card" in it's rules text. Are there any that have this same trigger but with different wording or is this truly a first ever?

this could be a new "threshold" mechanic, a go at IZZET space since prowess didn't really seem to work out.

I agree, [mention]Sojourner Dusk[/mention] said it best, those cards are really all you have. . .and that isn't much. this is NOT a strategy and these cards should probably be graded without that text. the enchantment though I can see doing work.
