Not really. Usually it would say "Can't be blocked by creatures with power 2 or less".
It is a bit of a bend for red I think. But there are a few similar examples.
Knights are usually 2/2 creatures, so I think it is pretty similar. I know there are exceptions in this set though.

This is a block where you'll be richly rewarded for identifying open colors in draft and cutting them hard.

So many cards are unsplashable and even barely playable if you're not in their exact colors.
