Base case is worse than Opportunity and Dragonlord's Prerogative. Supported by some mill though.... seven cards isn't that many to turn it on, and draw-4 for four mana is pretty good. Alternatively, run it in a deck for games you expect to go long - either because you're playing EDH, or because you're playing a control deck. I wouldn't be surprised to see it as a 1-of or 2-of in some standard decks.
