I don't know where you get the impression of "permanent with CMC 6 or greater", it clearly says "ability with converted mana cost 6 or greater". No mention of permanent - could be an ability of a card in hand e. g. cycling a Resounding Thunder.

So this does mean what you want it to mean. I fail to see the ambiguity, so I don't really know how to improve the wording.

I suppose, if it meant what you are suggesting this would be a neat combo for cards like Mist Dragon, but that was never even on my mind.

Reading it over a few dozen times makes it clear that the ambiguity stems from presumption. Establishing that abilities have a CMC immediately clears up any potential ambiguity.

As worded this lets you cast your opponent's Everlasting Mulchbron from exile. Is this intended? If not it needs to specify "you own in exile". I do find the dynamics of being able to cast your opponent's cards interesting here. It adds some hesitation to adding them at all.
