Lore
The design of this card was based on a gambler. Mejore is a frequent loser in casino and spends most of her time running from debtors who want their money (or her life). She eventually paid them all back, only to fall indebted again, but she never cheats and always manages to live another day so she could clear what she owes.
First ability = Paying debt.
Second ability = Staying alive.
Third ability = Hitting the roulette table again!
Mechanic
Simple mix of and here, Each time Mejore "escapes with her life," you get a luck counter that could be utilized. Her abilities are luck dependent, but one could use proliferate to add extra counters to her. (She's lucky to have you as her summoner!)
The wheel effect may be too strong in the right deck, but Boros has always been the underdog, and it's not particularly easy to get five counters, so I'm personally ok with it.
Version 2 might be easier to use?

Hmm.... I prefer the former version, it seems easier to grok and more balanced. Might just be me though.

So this is a classic Cyberium design: the non-combat-oriented Tavern Swindler might be the only proper one). However, this is not the easiest card to use: it depends on both you repeatedly gaining life and winning a bunch of coin flips. This might be text heavy, but I think an interesting thing to do would be to split the triggered ability:
"Whenever you gain life, flip a coin.
Whenever you win a coin flip, put a luck counter..."
The Treasure creation ability is an obvious mechanical and flavor hit, and I prefer the blink ability to indestructible since it is supposed to represent actually getting away unscathed rather than becoming impervious. Obviously mass blink can be a balance concern but this card has so many moving parts that it's way less scary and annoying than other ETB-oriented commanders.

Yes, that'd certainly allow her to work outside of a life gain deck. Combining two abilities into one. Consider the moment Mejore self-exiled she'd lose all the luck counters anyway, might as well make them one ability.
Should we use the 1st version of wheel effect or the 2nd? A poster on MS suggested that I should give her lifelink to boot.
