Urza's second ability is an activated mana ability because it's an activated ability that produces mana, requires no target, and has no loyalty symbol in its cost (C.R. 605.1a, 606.2). Whether an ability has a tap symbol in its cost is irrelevant to the question of whether that ability is a mana ability (e.g., Ashnod's Altar's and Sol Ring's abilities are mana abilities for the same reason Urza's second ability is one).
Because Urza's second ability is a mana ability, it doesn't go on the stack and can't be responded to (C.R. 605.3b).
