Commanders and Skyclave Apparition

What happens when a Commander is exiled via an effect such as Skyclave Apparitions? Or, for that matter, any similar "exiled until" effect, e.g. Fiend Hunter, Oblivion Ring, etc.

Perhaps the better question is, what happens when the other shoe falls, i.e Skyclave leaves the board (or Fiend Hunter, etc)?

If the targeted card is no longer exiled - in this case it's back in the Command zone, it doesn't seem as if the leaves-the-battlefield effect should trigger. Skyclave could be different. The others seem clearer.

From the rulings:
If there's no exiled card when Skyclave Apparition leaves the battlefield (most likely because its first ability hasn't resolved yet), no player creates a token.
If there is no exiled card (because it was put into the command zone), no token will be created. Similar story for Fiend Hunter and Oblivion Ring - if the exiled card is moved to the command zone, it won't return when those cards leave the battlefield.
