Sundial of the Infinite and cards like Reins of Power, can sundial fizzle the "until end of turn" text in the same way that it can a card like Mimic Vat which says "at the beginning of the next end step"?

Yes, this is relevant to the new grixis ogre commander... I can't resist it lol

No. "Until end of turn" effects wear off in the Cleanup step. "At the beginning of the next end step" occur in the End Step. Sundial (and the new Grixis Commander) move the turn to the Cleanup step so the effects like Reins still get to wear off.

Also note that for things like Mimic Vat, you need to end the turn with that trigger on the stack for it to work the way you want it to work.
