Let's say you play Faith's Fetters on a creature, and then play Elemental Resonance on the faith's fetters. Then, you play Aura Graft to move the faith's fetters onto the elemental resonance. Now you've got 2 auras attached to each other with no "underlying" object to be enchanted.

Is this legal? It seems real weird but I can't find anything indicating that it'd be illegal.

There is a rule - 303.4d - that defines what an Aura can't enchant, and none of those things is "another Aura." Let's see what it says:

"An Aura can't enchant itself. If this occurs somehow, the Aura is put into its owner's graveyard. An Aura that's also a creature can't enchant anything. If this occurs somehow, the Aura becomes unattached, then is put into its owner's graveyard. (These are state-based actions. See rule 704.) An Aura can't enchant more than one object or player. If a spell or ability would cause an Aura to become attached to more than one object or player, the Aura's controller chooses which object or player it becomes attached to."

Don't think of this as an enchant ability with nothing to attach to, because it's not - it's two enchant abilities each independently resulting in being attached to an Aura.
