Does Dream Halls let you play Ox of Agonas from your graveyard for the cost of discarding a red card?

Normally, no.

Even though escape lets you cast Ox of Agonas from your graveyard, you normally have to replace its mana cost with a separate cost to do so (C.R. 702.137a, 118.9). However, only one alternative cost can be applied to a given spell (C.R. 118.9a), so that if you cast Ox of Agonas this way, Dream Halls won't let you replace the mana cost payment with discarding a red card (C.R. 118.9).

However, Dream Halls's alternative cost applies to a colored spell no matter where it's cast, whether from a player's hand, the graveyard, or elsewhere. Thus, for example, if you control Yawgmoth's Will and Dream Halls, you can discard a red card rather than pay the mana cost of Ox of Agonas if you cast that card from your graveyard (since Yawgmoth's Will doesn't say something like "without paying their mana costs" or "rather than pay the mana cost...").
