Is there anything preventing you from playing Keruga, the Macrosage as both your general and companion, in the current rules?

I am not seeing anything but could be missing something.

If the companion has the same name as a card in your starting deck (including the Commander), you won't be able to bring it in. That kinda nerfs its effect as a companion.
903.11. If a player is allowed to bring a card from outside the game into a Commander game, that
player can't bring a card into the game this way if it has the same name as a card that player had in
their starting deck
, if it has the same name as a card that the player has already brought into the
game, or if any color in its color identity isn't in the color identity of the player's commander.

The limit for any given card name in legacy/standard is 4 (= 3 + one). The limit in Commander is 1.

Yes. What location could that one card have to comply with the following rules?
103.1b If a player wishes to reveal a card with a companion ability that they own from outside the
game
, they may do so after setting aside their sideboard. A player may reveal no more than one
card this way, and may do so only if their deck fulfills the condition of that card's companion
ability. (See rule 702.138, "Companion.")
103.1c In a Commander game, each player puts their commander from their deck face up into the

400.11. An object is outside the game if it isn't in any of the game's zones. Outside the game is not a

That does not sound quite right to me. Are you 100% sure?

As you are interpreting this it seems it would prevent you from playing a companion in your deck and sideboard in any format, since the library is a game zone.

But we know that people are playing 3 Gyruda in the deck and one in the sideboard (in legacy/standard).

I am fairly sure that the "object is outside the game" rule is specific to that object that you want to retrieve from outside the game (not to all instances of that card name).

That is the reference needed, thank you. Looks that new one slipped in there, and it also covers color identity.
