Kroxa, Titan of Death's Hunger states that "each opponent who didn't discard a nonland card this way loses 3 life." Does that mean that, if an opponent didn't discard a card because they had an empty hand, they would lose 3 life?

Each opponent who didn't discard any card "didn't discard a nonland card" and thus would lose 3 life.
