Chainer, Nightmare Adept says "Discard a card: You may cast a creature card from your graveyard this turn. Activate this ability only once this turn."
Does this actually give you the ability to cast it during an opponents turn, or do you still have to have some way to flash creatures like Winding Canyons?

Chainer doesn't do anything to negate timing restrictions, so you will indeed need some source of flash to cast the creature.
If the text were instead "Discard a card: You may cast a creature card from your graveyard.", then that would allow you to cast the card immediately, since the creature would be cast during the resolution of that ability.
