Hi, if i return three charmed stray from the graveyard with proclamation of rebirth. Do the charmed strays "see each other coming into play" and get +1/+1 counters, or do they all stay as 1/1 ?

When each of the Strays enters the battlefield as a result of this, their triggered ability triggers; when those abilities resolve, there are two "Other creatures named Charmed Stray you control" on the battlefield so the ability puts a +1/+1 counter on each of them. In other words all of them wind up with two +1/+1 counters.
