Nah. The highest determinant is deck strength, which does not fully correlate with budget. For starters, they are both terrible chandras, but the former has no excuse because it's not from a Planeswalker deck LOL. I would never said that a Magic art is Kitsch, but with all those belt lips, it wins the crown of kitchness and bad taste hands down.
