Oath of Teferi doesn't interact with Urza, Planeswalker in the way you think it does. The abilities have the same wording, so it's like giving a creature two instances of vigilance. If you look at the physical card Urza planeswalker , it says you 'You may activate the loyalty abilities of Urza, Planeswalker twice each turn rather than only once.' I don't play my Pir and Toothy deck anymore but here's some cards I found to be very efficient: slip through space and shadow rift are 1cmc cards that replace themselves and make Toothy unblockable. siren's ruse is another decent blinker. Kenrith's Transformation is card draw and removal in one.

I would still expect it to attract a fair amount of attention though, and if you're using it to turbocharge reanimation shenanigans ahead of curve, that may be an issue.
