At the beginning of each player's end step, draw a card, then discard a card at random. Clockodile deals damage equal to the discarded card’s converted mana cost to each player who kept priority for more than 20 seconds.

Not a good idea since you always can stretch the time by your actions in response to your opponent's actions.
Fixed. I'm not sure on the wording exactly, given the uniqueness of what it's checking, but it's closer to the intention.
