A 4/5 vigilance pro-multi that leaves a 2/2 vigilance when it dies? Not bad at all. Obviously this synergizes well with Basri himself, but another sneaky synergy is with anything that gives counters to creatures entering the battlefield. Note that the Lieutenant's last ability doesn't say "nontoken" on it, so this could be nuts with Grumgully and a sac outlet!
